In The Name of Allah The Most Merciful The Most Compassionate

 

 Sheikh Muhammad son of Sheikh Musa son of Sheikh Muhammad Ali son of Sheikh Yacoub son of  al-Haj Jaafar  was born in Al-Najaf city in the dawn of  Al-Mawlid Al-Nabawi ( the day which witnessed the anniversary of the Prophet’s Birth ) in the year of  1380 A.H. / September 1960 . He grew up in a religious and academic family well known for oratory and literature. Encyclopedias of literature, thought and oratory ,  recorded the names of some members of the family like his father Sheikh Musa (the Master of Orators ) the owner of Al-Iman ( Faith )  Review ; the father of his mother  Sheikh Mahdi ; the grandfather of his father Sheikh Yaqoub who was educated by the religious and moral schools of the late Sheikh Jaafar al-Shoshtari and the late Sheikh Hussein Qali al-Hamdani.

He moved with his father to Baghdad in 1968 due to his father's religious, social and political activities jointly with the late martyr Mahdi al-Hakim, the son of the late Grand Ayat Allh Muhsin al-Hakim  who had a religious and social chieftaincy in Baghdad.

Al-Sheikh Al-Yacoubi  started study in his early childhood ; he used to go with his  father to attend the gatherings where he listened to his father’s speeches which he memorized and , then , recount in detail - after returning home - to his mother (may Allah have mercy on her) . His father used to  praise his early distinction and intelligence  before scholars and educated persons . He started reading books before he was ten years old . Before he was an adult or mature ,he wrote a comprehensive research entitled “ Alcoholic Drink is the Mother of Impurities “ . With the passage of days his readings became deeper and deeper .

In the early seventies , during the summer vacation , he joined a small religious Hawza ( the schools of traditional religious education ) founded by the late Seid Ali Alawi in Al- Obeidi neighborhood in Baghdad .

 He completed his academic studies in Baghdad obtaining his bachelor degree in civil engineering from the College of Engineering / University of Baghdad in 1982 . He had to join the compulsory military service during the Iraqi-Iranian war ; yet , his religious education and bringing up made him refuse to wear the uniform of the oppressors ( i.e. the dictator Saddam Hussein and his party ) or to be part of their regime even if for a moment only . He remained home and never left it . That attitude could have cost him his life for the regime's spies and agents were everywhere spreading in Baghdad and the other cities . Refusing to do the military service meant , under Saddam regime , execution by a firing squad in a public ceremony.

He devoted himself to reading , study and contemplation . He started to write books like  “ The Role of the Imams in Islamic life “ . In that era , there was no person or an institute … etc which patronize or sponsor his efficiency in those difficult circumstances until 1985 when Allah Almighty facilitated  a secret way through several means to communicate with Al-Seid Al-Shaheed ( Martyr ) the second  Sadr ( May Allah Bless his soul ) . The attention he received from the second Sadr  resulted in several writings and correspondence in Islamic thought, ethics and self-discipline printed in two books namely : “ The Second Martyr Sadr  as I Know Him “ and “ The Candles of Knowers “ . The second martyr Sadr , inspired by these ideas , wrote his comprehensive encyclopedia “ Beyond Fiqh ( Islamic Law ) “  and “ A Look at the Philosophy of Events in the Contemporary World “ .

After the end of the Iran-Iraq War in 1988, he returned to Najaf and married the daughter of the late martyr of Shaabania uprising Seid Mohsen al-Musawi al-Ghureifi.

Shiekh Yaqoubi  participated in the Shaabania uprising in 1991 and went with the Mujahideen from the holy Najaf to defend Karbala after the Republican forces invaded it ; however , the rebels ask him go back to Al-Najaf with the non-armed persons so he had no chance to participate in the fighting .

He wrote important statements supporting the uprising and raising the morale of its youth ; some of these statements were broadcast by loudspeakers of Al-Haidari  Shrine .

After the pledge of allegiance given by the revolutionaries to the martyr the second  Sadr as a leader of the revolution and one day before his arrest the second Sadr set up  committees  and he made Sheikh Yacoubi the chairman of the Political and Media Committee. However , those committees were unable to continue their tasks  because of the  attack of the Republican Guard forces of Saddam Hussein on next day .

Al-Sheikh Al-Yaqoubi wore the religious uniform at the beginning of 1992 (Shaaban / 1412 A.H.) ; the late Grand Ayatollah al-Khoei put the Imama ( the Islamic head cover put on by religious sheikhs ) on his head .

 Sheikh Al-yaqoubi  was the first supporter of the martyr second Sadr and the only one who helped him at the beginning of his declaration of his Marjiyaa  in that year. This was mentioned by Al- Sayed Al-Sadr in some of his recorded meetings . Sheikh Yaqoubi’s  presence to his side made many  people ( inside and outside Al-Hawza Al-Ilmiya ) convinced to follow Sayed al-Sadr’s Marjiya which attracted more and more Muqalideen ( i.e. persons who follow the religious legal opinions or the Fatwa of Al-Marjia ) . Sheikh al-Yaqoubi became the second man after Sayed Al-Sadr in his blessed Marjiya .

He was appointed by the martyr the second Sadr as the dean of Al-Sadr Religious University after it had been established . It is the institution which aimed at promoting the project of integration of universities academic  approaches with the approaches followed in  Al-hawza Al-Ilmia . The second Sadr found Al-Sheikh Al-Yaqoubi to be the best person to lead this institution and achieve its objectives since he proved to be successful in both fields ; that was what Al-Sayed Al-Sadr ( Allah bless his soul ) said when he assigned  Al-Sheikh Al-Yaqoubi with that mission in month of Safar , 1419 A.H.

The martyr second Sadr ( May Allah bless his soul ) used to praise Al-Sheikh Al-Yaqoubi and give him tribute . Those words of praise were published in the introductions of the books : “ Al-Mushtaq Inda Al-Usolieen “ ( Derivatives in the Works of Religious legal Experts)  “ and in the book :“ Shumooa Al-Arifeen (Candles of Knowers) “ . Five months before his death , on the 5th of Second Jumada 1419 A.H . ( 27/9/1998 ) Al-Sayed Al-Sadr , in a recorded meeting with the students of Al-Sadr religious University ,  nominated Sheikh Yacoubi to succeed him . He said in that meeting “.... Now I can say that the only candidate of our Hawza is Sheikh Mohammed Yacoubi . He is the person who should be in charge of Hawza after me . I aspire to live till I witness that day .

Sheikh al-Yaqoubi took his time in the declaration of his “ Ijtihad “ ( an independent opinion ; an exercise of judgment in legislation ) respecting the norms and obligations of Al-hawza Al-Ilmia . However , he published some of his evidential research which he had written since 1420 A.H. His Eminance The Grand Ayat Allah Sheikh Muhammad Ali Al-Karami attested and certified his Ijtihad after reviewing the mentioned researches in 1424 A.H. / 2004. His Eminence Sheikh Al-Karami was licensed with Ijtihad by His Eminence Al-Sheikh Al-Montazeri (may God have mercy on him), and His Eminence Sheikh Muhammad Al-Sadqi Al-Tahrani (licensed with Ijtihad by Al-Sayed Al-Khoei in 1386 A.H. ) .

Sheikh Al-Yaqoubi adhered to Al-Sayed Al-Sadr until he met martyrdom in Thi Alquhda, 1419 A.H. /  February 1999 . Sheikh Al-yaqoubi performed the prayer for Al-Sayed Al-Sadr and his two sons’ pure bodies , then he took upon himself burying them with a few of loyalists in that terrible charged atmosphere and amidst the arrogance of the heavily armed regime .

His Eminence Sheikh Yacoubi carried the torch of the Islamic Movement  lighted by the Martyr second  Sadr in Iraq ; he took care of the bases of his followers (most of them were Al-Sadr followers) . He employed  new mechanisms after the regime disrupted the work mechanisms of Al-Sayed Al-Sadr especially the blessed Friday prayers .

 

His Religious Studies:

Due to his rich academic and cultural achievements, his Eminence Sheikh Yacoubi began his study from the Middle Surfaces (ie, the explanation of “ Al-lumaa “ and “ Usool Al-Fiqh” of late Al-Mudhafar ) at Al-Najaf Religious University . The University late Dean, Muhammad Klanter , was convinced with the efficiency of Sheikh Al-Yaqoubi who passed all the study levels successfully . He was a hard working student concurrently with his study of the High Surfaces, he joined Al-Bahth Al-Kharij ( External Research ) level in accordance with Sayed Al-Sadr’s desire . He attended the research of ” Verbal Basics ” under the supervision of Al-Sayed Al-Sadr  ( May Allah bless his soul ) in the month of Shawwal , 1414 until the martyrdom of Al-Sayed Al-Sadr in Thi Alquhda , 1419 A.H. He , also , attended Al-Sheikh Muhammad Al-Fayadh (1417-1421) lessons on the research of academic basics . He attended the Fiqh ( jurisprudence ) lessons  of Ayatollah Al-Sayed Al-Sistani in (1415- 1420) and the late martyr Ali Mirza Al-Gharawi (May Allah bless his soul ) in 1416-1418 .

He started teaching Introductions less than a year after joining Al-Hawza Al-Ilmia at  Najaf University . He , then , taught Intermediate Surfaces (Al-lumaa and Usool Al-Fiqh “ Fundamentals of Jurisprudence” ) and High Surfaces ( Al-Makasib wal Kifaya “ Gains and Adequacy” ). His academic circle was one of the most widely present and most highly regarded circles .

He started giving  lectures in Al-Bahth Al-Kharij ( External Research ) in Fiqh ( jurisprudence ) in Shaaban / 1427 A.H. He chose controversial issues to be the subject of his research ; he chose deep and controversial academic issues which lack consensus among scholars .

 Now , more than 200 of the righteous scholars  and professors of Al-Hawaza Al-Ilmia attend his lessons . Many important and controversial issues have been tackled , on practical and academic levels , by Sheikh Yaqoubi’s researches and books which have been printed consecutively  and published so far in nine volumes which include fifty-one issue . What characterizes his researches is the discussion of the opinions of the greatest scholars , old and modern , of the two schools : Al-Najaf and Qum .

The first volume of his research ( which is called in Arabic Al-Risala Al-Amalia , i.e., the research in which the scholar exposes his religious approaches ) "Ways of Peace" was published in 1430 A.H. ; it included acts of worship . This volume has been reprinted many times . The second volume of the treatments ( Muaamalat ,i.e., the ways of conducting oneself , treating others etc …) is under printing ; however , a summary of the second volume has been published . Moreover ; Sheikh Al-Yaqoubi wrote  a comprehensive research on Haj which has been published and reprinted several times.

 

His Works:

1 – Fiqh Al-Ikhtilaf ( Jurisprudence of Controversial Issues ) : it is in nine volumes. It includes the lectures of External Research given by Al-Sheikh Al-Yaqoubi  in the holy Najaf .

2 – Al-Fiqh Al-Bahir fi Soam Al-Musafir (The Jurisprudence of Fasting for  Travelers ) : a deep inferential jurisprudence  .

3- Khitab Al-Marhala ( The Trend of the Stage): it is nine volumes . It documents his Eminence’s speeches , sayings , his attitudes of events , his statements and his recommendations and directives to the nation since he has undertaken the leadership of the Islamic Movement in Iraq after the martyrdom of Al-Sayed second  Sadr in 1999 . The speeches are arranged according to dates ; these speeches represent an important page in the history of Iraq and the Islamic movement.

 

4 – Al-Iswa Al-Hasana lil Kadha wa Al-Musliheen ( The Good Example of Leaders and Reformers ) : it is in one volume which presents the biography of the Prophet (peace be upon him) through an analytical study which reveals many  lessons to be taken .

5 – Dor Al-Aaima fi Al-Hayat Al-Islamia ( The Role of the Imams in Islamic life) : it is in one volume which follows the same approach followed by the above mentioned study . It touches upon  the biographies of the Infallible Imams (peace be upon them) and the common goals they sought to achieve. It also includes some comments and opinions of the martyr second Sadr.

6 – Al-Maalim Al-Mustaqbaliya lil Al-Hawza Al-Ilmia ( The Academic Future Features of Al- Hawza Al-Ilmia ) : it is in one volume.

7 – Al-Riyadhiyat lil Faqeeh ( Mathematics for Faqeeh ‘ Jurisprudent’ ) : it is in one volume ; it is a unique book which explains the mathematical foundations of a large number of jurisprudential issues of different kinds  .

8 – Al-Mushtaq inda Al-Usooleen (Derivatives According to Fundamentalists ) : a volume in two parts which includes  a report on the lectures of Sayed second Sadr “ Fundamentalism in the Derivative Research “ which was Al-Sayed Al-Sadr course of Fundamentalism (Fundamental Approach).

9 - Al-Shaheed Al-Sadr Al-Thany kama Aarifuhu ( The Second Martyr Al-Sadr as I know Him )  : a volume which includes the memoirs of His Eminence Sheikh Al-Yaqoubi and his memories with the Second Martyr , the exchanged letters and the researches they share . These correspondences  date  back to the years  1985-1986 .

10 – Kanadeel Al-Arifeen “ Candles of Knowers “ : a volume which includes the correspondences between the Sheikh with Al-Sayed Al-Sadr on self cultivation  and approaching Allah Almighty . These correspondences date back to 1987.

11 – Thalatha Yashkoon ( Three are Complaining ) : a volume which contains three parts (books ) explaining the Prophetic Hadith (Tradition) on the complaint of the Koran , the mosque and the Imam (peace be upon him) . Each part has been printed in an independent book .

12- Al-Fiqh Al-Ijtimai ( Social Jurisprudence ) : it is in three volumes which includes the social Fatawa ( religious legal opinion ) edited by His Eminence Al-Sheikh Al-Yaqoubi according to the vision that he presented under the title : “ The General Principles of Social Jurisprudence” .

13- Nahnu wa Al-Gharb (We and the West ) : a book that shows the foundations and pillars  of Western civilization and the superiority of the Islamic civilization. It was issued after the declaration of the " Clash of Civilizations " with the Muslim East after the events of 11 September 2001.

14-Min Wahi Al-Ghadeer  ( Inspiration of Ghadir ) .

15- Fiqh Talbat Al-Jamiaat ( The Fiqh ‘Jurisprudence’ for University Students) .

There are some other books and booklets written by His Eminence which touches upon numerous vital issues .

Due to the people needs of books and printed materials in addition to the various challenges , his Eminence commissioned a number of his best students  to edit some books and materials . His eminence outlines the ideas to a student and supervises the process of writing to achieve the required object . In this case , his Eminence helps in building capacities of his students by developing their skill and potentials . These works are more than hundred ones ; all written to fill a vacuum or address a problem diagnosed by his Eminence .

Hundreds of moral, intellectual and social lectures on various occasions have been recorded explaining his Eminence’s  political attitudes and visions of various events and cases . He also gives his directives  and sermons in his book “ The Trends of Our Age “

 

Projects:

Sheikh Yacoubi believes that many of the activities of Marjiya should be managed by institutions and not by individuals , especially when the field of work expanded after removing Saddam Hussein's regime in April 2003/ Safar 1424 A.H. Islamic movement became able to explore new horizons which used to be ( before 2003 ) totally forbidden .

 He began to establish these institutions immediately after the removal of the regime. The foundational conference of Al-Fudhala ( righteous ) Group took place on 30 April 2003/ 27 of Safar ,1424 A.H.

Al-Fudhala group includes the best scholars of Al-Hawza Al-Ilmia who have social activities , interest in the awareness of the mission and attempt to activate the project of Islam on ground so that the nation adopt it . The Fudhala run and manage  the project according to specialization .

The nucleus of this blessed movement was the students of Sadr's religious university who received from Al-Sayed Al-Sadr academic, moral and intellectual education .

His Eminence also visited Baghdad and stayed there for three days . He was the Imam of the Friday prayers in the holy Kadhimi shrine on 22 Safar (25/4/2003) where he addressed thousands of people explaining to them  what should be demanded in light of the new transformations . He called upon them to march on the following Monday to Al-Firdous Square in central Baghdad to confirm these demands . Really it was a very large demonstration stretched for several kilometers.

He met also a number of intellectuals and academic professors. His Eminence directed his followers to form a political party to participate in the political process after the fall of Saddam in 2003 to achieve the Islamic and national goals which Hizb Al-Fadhila Al-Islami (  Islamic Virtue Party ) has adopted in its by-laws . Al-Fadhila party played an active role in the political life and had many seats in the parliament .

 His Eminence also directed many groups of society , like university professors and graduates in a gathering called Jamiyoon ( affiliates of university ) , engineers in the “ Islamic Engineers Association “ , women in the branches of the”  Association of the Daughters of Mustafa “ and others , to organize their affairs and fulfill their role. His Eminence continues to support these institutions.

 

The Existing Institutions now , with Blessings of Allah , in addition to Al-Fudhala group are :

1 – Al-Sadr Religious University : it was founded in 1417/1997 under the auspices of the martyr Sadr . It attempted to attract academic experts to the Hawza Ilmia  , embrace them in an ambitious project combining the two studies ( the traditional religious study and the academic study ) and to modernize the character of the Hawaza scholars . The idea of the project was expressed by the martyr first Sadr  but implemented by the martyr second Sadr . Sheikh Yacoubi was assigned with the deanship of the university since he held a high academic certificate and , at the same time , one of the best scholars of Hawza . His Eminence wisely and with courage worked hard to continue the project after the martyr second Sadr . After the fall of Saddam regime , he proceeded to open new branches of the University in different Iraqi provinces . The branches now are more than 20 ones with (2000) students in the provinces of the center and south . Six branches are in Baghdad and four in Najaf where the mother university exists . The by-laws , items , curricula , activities and work system in its branches have been written by his Eminence in the  book : “ Al-Sadr Religious University : The Identity and Achievements “ . The period of study is eight years ; the first three years are in the faculty of Religious Guidance and Social Reform ; the second  three years are in the faculty of Teachers Preparation ; the seventh and eighth years are in College of Restricted Ijtihad where students are qualified to attend the level of External Research ( Bahth Kharij ) . Several courses have been graduated so far.

2- Al-Zahraa University for Religious Studies : it is similar to Al-Sadr Islamic University in its curricula  , system and stages. It was founded after the fall of the regime in 1424 A.H. / 2003. It is specialized for women. Today , it has 14 branches in Najaf and other governorates ; they include hundreds of students . The study system takes into account the nature of women responsibilities in social work . Al- Zahra Institute for Public Speaking is an affiliate of the university which prepares and trains women speakers and preachers able to address contemporary challenges.

3 - Association of the Daughters of Al-Mustafa (peace be upon him): it is an institution for the organization of woman social work  consisting of the General Secretariat in Baghdad and the Secretariats in the provinces . It conducts extensive social activities through dozens of institutions and organizations such as the care for widows and children . It also  educates women  teaching them Fiqh ( jurisprudence) and beliefs ; helps the needy, set up literacy courses, computer education, sewing, primary medical services, practicing religious ceremonies, social events and mediation in marriage. His Eminence wrote and prepared  the work plan of the Association in addition to other literature which shed light on the ways of organizing its work . Women with real devotion and faithfulness administrate the association and its institutions . They hold high academic degrees ; they are sources of support for  sisters involved in political work.

4 - Islamic Virtue Party: his Eminence has directed his followers to form a political party to participate in the political process after the fall of Saddam in 2003 in order to work for achieving the Islamic and national goals which have been set up by (Islamic Virtue Party) . He chose an elite of academic professors of the Islamic Movement for its leadership . The party entered the political process and had several seats in the Iraqi Council of Representatives and the Provincial Councils. Its political program is characterized by national, Arab, Islamic, and humanitarian characteristics ; it goes beyond sectarianism and selfishness. His Eminence Sheikh Yaqoubi wrote a number of the party literatures like “ The Theoretical Bases of the Islamic Virtue Party “ , “ Political Participation is a Rightful Obligation “ , “ Permanent Principles in Politics “ and “  The Principles of Transparency and its Elements in the School of Ahl al-Bayt (peace be upon them) “ . The party leadership wrote the “  political program “ , “The Characteristics of the Islamic Virtue Party” , “ The Appropriate Regime in Iraq” and “ Why is Virtue a Party ? “ His Eminence clarified the relationship between Al-Fudhala and Al-Fadhila Party ( Virtue Party ) in a paper of eight points.

The party consists of a general secretariat , in Baghdad , which includes the political, media, organizational, executive, women , planning, skills and cultural bureaus …etc . It has secretariats in provincial centers, offices in districts and sub-districts in addition to the large numbers of supporters organized in groups and bodies.

5- Association of Al-Sada Al-Alaween ( Descendants of Prophet Muhammad PBUH ) : the purpose of the establishment of this association is to  take care of the descendants of the Messenger of Allah (PBUH) .  The association tries to do its best to meet its members needs and facilitate the marriage of the youth . The association has a central secretariat in Najaf and commissioners in the provinces ; besides , it has a seat in parliament within the list of the Islamic Virtue Party .  Sheikh Yacoubi wrote several literature to explain the purpose and the reason of  its establishment , its programs and its role in the life of the nation .

6- The Islamic Engineers Gathering : it is the economic and technical arm of the Mission Project. The Iraqi society includes more than 100,000 engineers ; the majority of them believe in Allah and the Mission of Islam . The country is going to witness a reconstruction campaign whose basic pillars are efficient and honest engineers . Hence , this gathering was established to embrace those honest experts giving them a key role in building the future of Iraq . The companies of the gathering are still working in a scope which is not very large since there are some lacking ingredients not yet  available .

 7. Jamiyoon ( Affiliates of University ) : an institution which includes Iraqi professors , students , employees , technicians , administration staffs..etc in universities and institutes . Al-Sheikh Al-Yacoubi wrote the speech entitled “  Gathering of Jamiyoon : Goals and Aspirations “ which revealed the reason of establishing the gathering namely : preserving national unity starting from universities that are almost the only institutions which had not been plagued with sectarian conflict  and political rivalries ; besides , there are other goals such as supporting efficient and creative cadres of universities to benefit from their expertise in the construction and reconstruction of the country to create  prosperity , to promote the status of universities and its affiliates . The gathering was founded in 2006 ; Al-Sheikh Al-Yaqoubi addressed them in their annual meeting in Karbala in the holy sad month of Ashura , 1428 / January 2007 . It attempts to revive the association of knowledge and religion , and to have a presence in major religious events like the martyrdom of Al- Zahra (PBUH) on the third of Jumada II in Najaf every year where they have several events inspired by the attitudes AlZahra (PBUH) . On the eve of the occasion , they gather and  organize themselves in groups within the main Mawkib ( procession )  which moves towards the shrine of the Commander of the Faithful (peace be upon him).

8 - The Commission of Civil Society Organizations : it covers all areas of Islamic work ; dozens of them spread in Baghdad and provinces. They are organized in the central Commission of Civil Society Organizations based in Baghdad. They have various interests and specializations : cultural , charitable , social , medical …etc . A large number of faithful young men work voluntarily in these organizations .  Al-Sheikh Al-Yacoubi wrote a lot on the necessity of making  these institutions increase and diversify providing them with the mechanisms which helps to mature their work.

 

Media Institutions :

A. Al-Naeem Satellite Channel : it is a religious satellite channel that aims to spread Islamic awareness , the teachings of Ahl al-Bayt and the ethical, educational and social guidelines. It deals with several issues in the Iraqi society. It broadcasts its programs from Basra and has offices in Najaf, Baghdad in addition to  sub-offices in the other cities of Iraq. His Eminence Al-Yaqoubi has handled repeatedly the importance of media and the role of the word in the life of the nation.

 

B- Al-Bilad ( The Country ) Radio from Baghdad.

C – Al-Amal ( Hope ) Radio  from Basra.

D- Subul Al-Salam ( Ways of Peace ) Radio from Nasiriyah.

E- Al - Rumaitha Radio from Samawah Governorate.

One of  his religious projects is the establishment of the Fatimi Visit to the shrine of the Commander of the Faithful (may Allah be pleased with him) on the third (3) of Jumada II every year to commemorate the martyrdom of Al-Zahraa (peace be upon her) .  This activity contributes greatly to the disclosure and spread of the Fatimi cause and its great significance  . Thousands of believers participate in a symbolic funeral march which advances targeting the shrine of Imam Ali ( PBUH) after listening to his Eminence speech inspired by the occasion and touch upon the real life of people  . This activity started for the first time  in 1427 A.H. / 2006 A.D.

After the fall of Saddam Hussein, his Eminence  organized the Mawakib ( processions or the Stops which perform different activities and provide different services for visitors ) of raising the Hussaini awareness for university professors and students .  Tens of thousands participate in this activity . 20,000 participants  from only the holy city of Karbala come participate in the anniversary of Ashura Hussein (PBUH) . This activity has  lasted for several years.

The General Principles of the Movement of Al-Marjiya Al-Risaliya ( Marjiya with A Message ) :

The movement of his Eminence Sheikh Yacoubi relies on a number of bases emphasized by him in his books and speeches ; they are :

 1- Fidelity to Allah ; exaltation and satisfaction of Allah are the goals of each movement or act . These goals must always carried in mind because they are the basis of success , of programming work and control movement in its framework.

2- Following the examples of the Messenger of Allah (May Allah bless him and his family) and his offspring , the Infallible Imams ( Peace be upon them ) . Adoption of Qur'an and Sunnah as a source of legislation , behavior and a method of leading life.

 3- Honoring man as the highest value ; everything should be employed for the sake of man happiness , dignity and life prosperous .

 4- Unity, harmony and diversity in the performance of roles keeping far above intersection , quarrels and crowding which lead to division and dispersion .

 5- Accuracy in choosing the leadership of the nation according to the precise criteria because a leadership of the nation is the axis around which the nation is organized .

 6- cultivating ourselves  with virtuous morality and purgation of  hearts so that we may go to Allah with pure hearts .

 7-  to rid the nation of ignorance , backwardness and mistrust creating a state of awareness , religiousness and piety .

 8 – Identifying the true Islam highlighting its power and greatness , trying to convince people to abide by it and shedding light on the defects of the materialistic civilization and its weakness . To try to expose the insufficient theories and materialistic systems which can not create happiness and perfection which man aspires to have

 9- Organization and precision in institutional work so that everyone is integrated into one complete work cell.

 10 - countering corruption, deviation, injustice, selfishness, arrogance , unjust domination, and giving justice to the oppressed by all available mechanisms.

A number of scholars and writers wrote on the biography of Sheikh Yacoubi , his marjiya and projects such as the book entitled “ Sheikh Mohammed Yacoubi from Self to Society “,  “ The Theory of Alternative Preparation” and “ Al-Yacoubi as a Leader” and other books .

1 – Quoted from the introduction of the first part of the book “ Al-Mushtaq “ :

In the name of Allah the most Merciful , the most Compassionate

Praise be to Allah, the Lord of the Worlds and blessings of Allah for the Best of His creation Muhammad and his Family  the pure and virtuous , and the constant curse to be upon all their enemies . No doubt that it is Allah Almighty graces on  religion , sect in general and I in particular , I am the wrongdoer and servile servant, to have this number of brilliant , faithful , loyal and hard working  students . The most prominent character is the noble and virtuous Sheikh Muhammed Musa Al-Yaqoubi . He has committed himself to our lessons in “ Fundamental Studies “  which he has paid good attention understanding, writing, and studying . Today ,  he presents to us , in this book , examples of his efforts and reflections . I have reviewed  the book examining its content ; I have found it direct to the point maintaining the required rules and norms . I have considered him the author granting him the freedom of expression ; however , the original ideas and visions are provided by me. I have authorized him to carry out this task since he maintains the required messages with the clarity of style . There is no doubt that with this great effort, he is moving towards knowledge and rightness . I wish him a prosperous future in the service of knowledge ; I wish him all the best in his efforts and achievements  and I wish him to be one of the  honest and faithful Maraji ( religious authorities )  and a good leader . In the name of Allah the Merciful . After presenting best greetings , thanks and praying to wish you success  and long happy life . Within the limits of my understanding , I read this verse: “ And be patient ( O Muhammad )  and your patience is not but through Allah .And do not grieve over them and do not be in distress over what they conspire . Indeed , Allah is with those who fear Him and with those who are doers of good “ and I feel that the reports you have written constitute a very good ‘ thesis ‘. However , you can add some more material ; yet , what you have achieved is very encouraging . It will make everybody in Hawza , society …etc  proud of you . Your ‘ thesis ‘ bring together the old and modern ; students of hawza , educated persons and people of Fiqh can benefit from .  It is a mission which deserves all the efforts you have made . May Allah bless your efforts assisting in actualizing the desired results for general and personal benefit . Really , it is a very great achievement which requires a great sacrifice according to my estimation and other estimations . Yet , I find that the best and the most appropriate thing to do is to continue this great project ; and it is up to you to decide to continue or not . May Allah reward you with His best graces and rewards  . Praise be to Allah, the Lord of the Worlds .

“ In the name of Allah the Most Gracious the Most Merciful

Distinguished Sheik Yaqoubi ..

 After greeting and peace, please consider  the following  points:

You know that I have considered you my best student , the kind-hearted man , just and impartial  that if it happens in the future that one person from several candidates should be chosen for Marjiya , I will never hesitate to choose you , to ensure that marjiya remains  in the honest hands of fair people who work hard to meet and fulfill  others needs , not in the hands of cruel people who seek worldly pleasures . I have even thought of assigning you with the imamate collective prayers ( leadership of prayers in mosques ) when I am absent in preparation for your future Marjiya . This intention is still there . In fact , I have not found among my students , despite their good number and the diversity of their orientations , tastes , academic tendencies and directions , a person who meets all the conditions and requirements except for you . May Allah actualize what I expect from you .

4 - These words are quoted from his speech on opening The University of Sadr on 5th  of Jumada II / 1419 (i.e, five months before his martyrdom ): “ Now I can say that the only eligible candidate from our hawza  is  Sheikh Mohammed Yacoubi . If Allah give me a long life till the time of his Ijtihad then I will choose him to lead Hawza after me .

 The mandate of  Governance .

This task  includes several functions:

1)     Administration of the nation affairs - both entities and individuals - , their interests, solving their problems and meeting their needs.

2)     Defending the rights of the nation : religious, economic, political, intellectual, moral and social .

3)     Preserving  the nation’s unity , cohesion and dignity .

4)      Directing and guiding the nation to perfection , happiness and to the best modes of life in this world and the Hereafter.

5)     Standing against injustice, corruption and deviation ; activating  the fact of enjoining or commanding that which is right and forbidding evil.

6)      Maintaining and preserving  public social order.

7)      Addressing some social acts or activities which can not be performed arbitrarily such as the performance of Friday prayers  , the organization of armed actions and identifying expenditure  of public funds and their beneficiaries taking into account justice in the use of natural resources, public lands and so on .

8 ) Intervention to diagnose the substantive suspicions which are not the responsibility of the Mufti ( Islamic religious jurisconsult ) but the responsibility of the commander and the guardian of the nation identifying the first day of each month and the violation of holies , sacred sites or sacred things which require to resort to armed defense …etc .

These are very general headings which contain many detailed responsibilities and powers that need to be addressed in a special research or study . (1)

In conclusion , since the faqih ( jurist ) , who maintains and meets all the required conditions and requirements , is a deputy of the infallible Imam (PBUH) , in the public not the private sense of the word deputy ( i.e. special and personal assignment ) , then he has all the powers and authorities authorized by Allah . The faqih , then , is in charge of the administration and governance of the nation affairs : religious and non-religious . It is impossible for the Infallible Absent Imam to handle and manage as the will of Allah imply to hide His will excluding the functions of the Imam, such as calling people to Allah the Almighty and the attributes of the Imam as infallibility .

The proof of this authority of the deputy of  Imam - in the case of his absence - is the same proof of the indispensible need for an imam , i.e. , his existence is a must  . It is a reasonable thing since reason indicates that an imam is a must to preserve the country and organize religious and secular affairs of people . The Commander of the believers (peace be upon him) explains this point saying “  people must have a prince ( i.e. a government )  : righteous or wicked so that people can work and perform their professions , Allah will is actualized , taxes are levied , enemies are fought , ways and roads are secured , justice is done in order the righteous feel comforted and the wicked are restricted “ . (2) Since having a government or an administration is a must , then it should be appointed by Allah led by the Faqih who knows the law of Allah , capable of examining and understanding the sources of legislation , has a high degree of integrity , does not follow the whims of self , rises above world pleasures , is totally given in to Allah  Almighty ; he should be living with Allah with full conscience and awareness following Allah commands and  rulings (3).

This reasonable judgment is confirmed by the narration of Ibn Shathan of Maulana (our master ) Abul Hassan Al-Redha (peace be upon him) who said ( ‘if he said why should they know Messengers , acknowledge them and obey them ? The reason is that because people are not fully able to actualize their interests and the Maker ( Allah ) is above and beyond their sight and reach ; it is very apparent that they are unable to have a full and perfect realization and understanding of Him , then it is a must to have an infallible Imam who leads people to the right rulings , commands and morality of Allah showing them the ways of actualizing their benefits and avoiding harms . Sending messengers and prophets is not a pointless act ; Allah is the All-Wise who do not create things randomly ; there are objectives and ends’ . Then he added : ‘ If he asks

why have Allah appointed certain persons for us to obey ? Tell him that there are many reasons : first of all , people are ordered to abide by religious laws , rulings and commands ; they are supposed not violate these limits for their benefits and well being : hence , there must be an honest authentic leader or caretaker able to prevent corruption or violating rules or limits . Allah has appointed caretakers who prevent corruption , perform and fulfill the rulings of religion . Secondly , we have never found a sect , a community or a society which can live or survive without a caretaker or a president since it is indispensible for managing and handling religious and secular  affairs . The All-Wise Allah would not have left people without this indispensible thing , i.e. , an Imam who supervises and directs all aspects of life : religious ,financial , military , social , legal …etc . Without the Imams who have been appointed by Allah life and religion will be corrupted . People are not perfect ; beside they are weak , lack a lot of things and of different attitudes , cultures and orientations . ‘ ) (4)

Question : Are women permitted to be caretakers of  Ummah ( the nation ) ?

The faqih who meets and maintains all the required conditions and characteristics is the deputy of the Infallible Imam (PBUH) performing his powers and responsibilities which we have mentioned in our book  “ The Role of Imams in Islamic Life “ .

Question: When the political system is not based on Islam and the Faqih is not free in performing his role , he authorizes the actions of the government within the limits of the preservation of the social order in general and the law of Shariya ( Islamic law ) which must not be violated . This government is considered as an agent acting on behalf of the Faqih who is the real director of the government . His agreement must be obtained in performing and carrying out different acts . According to what is afore-mentioned the real owner of all the State's possessions , institutions, investments …etc ; hence , to use or employ them the agreement of the Imam’s deputy , i.e. the Marija ,  should be obtained first .The state’s funds , institutions , possessions …etc are not permissible which can be possessed or owned  by  everybody by seizure or possession . The owner of all estates , funds , assets and possessions is known , the deputy of Imam .

Question: The Faqih does not impose his mandate on the nation by duress, but requires the verification of its will and it must be convinced with his mandate . Al-Wali Al-Faqih ( jurist leader ) is not chosen by elections but by the nation . The word ‘ nation ‘ here does not mean all the individuals and members in the nation but it means experts , specialized people such as the righteous teachers and members of Al-Hawza Al-Ilmia who are committed to honesty, integrity and knowledge of the requirements of social work and the application of the blessed Islamic project.

(Question): The jurist must plan and implement in word and in deeds as much as God Almighty allows him to convince people to follow Islam and Islamic order which is the right ideology to lead mankind towards happiness and peace.
